Shanghai strengthens safety precautions for bus operations

In response to recent incidents of bus arson in Hangzhou and Guangzhou, according to the work requirements of the Shanghai municipal party committee and the municipal government, the Shanghai Municipal Transportation Commission has actively deployed public transport safety precautions to ensure that the industry's security situation is generally controllable.

The first is to re-require and re-deploy security work in a timely manner. After the "7.5" bus arson attack in Hangzhou, the Municipal Communications Committee paid great attention to it and held several special meetings of related business departments to analyze the security situation of the industry and study the implementation of relevant measures. On July 7, an emergency notice was issued to deploy bus and inter-provincial passenger transportation companies to prevent their safety. On July 16th, an emergency meeting was held again to re-request, emphasize, and redeploy security work.

The second is to comprehensively strengthen the inspection of bus and inter-provincial passenger transportation security facilities. In conjunction with this year's "summer air-conditioned vehicle inspection" work, the Municipal Communications Commission and the traffic law enforcement agencies carried out inspections of bus safety precautions. We will improve the equipment for the safety facilities of the ground buses and strengthen the inspection and repair of operating conditions. Strict implementation of the provincial passenger transport industry, "three non-stop, six not a station" provisions, the implementation of 24-hour duty and safety inspection system.

The third is to cooperate with the public security department in information communication and collaboration. Recently, the Municipal Communications Commission and the Municipal Public Security Bureau have repeatedly conducted special research on safety prevention measures for the public transportation industry, and jointly held a public security meeting for the public transport industry to notify the safety situation and urge enterprises to implement safety precautions. At the same time, it established a system of information communication with the Municipal Public Security Bureau Rail Transit Corp. to timely inform relevant work information and to study and solve problems.

The fourth is to strengthen long-term management of bus security forces. Strengthen the construction of the current 344 skipping inspection team in the public transport industry. The city’s public transportation buses will send management personnel and dispatchers during peak hours, and the company will set up an unannounced visit to the work system, and will wear armbands to identify and deter suspicious passengers. In the key areas of this Municipality (train stations, airports, passenger terminals), bus lines will be allocated to the conductors, actively discovering and discouraging passengers from carrying dangerous goods by vehicles, and strengthening the implementation of “one-pass, one-check” safety precautions. At the same time, the public transport companies should be instructed to send more safety personnel and strengthen safety inspections.

Fifth, create a safe atmosphere for all citizens to participate. The development of the cartoon image competition for safe production in the transportation industry was launched, and the whole society was mobilized to participate in the campaign to visualize the safe production of traffic and create a strong atmosphere of “loving life and paying attention to safety” throughout the society. At the same time, public awareness of public safety awareness has been increased, and the public transport safety group has been strengthened in preventing group control and capacity.

In the next step, the municipal traffic commission will work with the municipal emergency response office, the municipal public security bureau and other relevant departments to improve the emergency response plan for the public transport industry, and promote the implementation of the enhanced public transport safety management measures.

The second is to organize special training on emergency plan management and guide enterprises to improve their own emergency plans. At the same time, training for bus drivers, ticket sellers, and security personnel should be conducted to improve the safety awareness and skills of employees in the industry.

Thirdly, actively cooperate with relevant units to use mobile TV and other media to scroll through public transport safety prevention content, carry out on-site propaganda at tourist collection points and transportation hubs, and continuously raise the awareness of employees and passengers on the forbidden carriage of dangerous goods. And consciously observe law awareness, and further create a good atmosphere for the whole society to participate in bus safety group prevention, group management, and group control.
