Energy Bureau Interview with Deputy Director Shi Lishan

Energy Bureau Interview with Deputy Director Shi Lishan The city is the place where human life depends on, and it is also the area where energy consumption is the most concentrated. The clean and efficient use of urban energy has great impact on the sustainable development of the city. In order to implement the “12th Five-Year Plan” for the development of renewable energy, increase the proportion of clean energy in cities, and promote the construction of a resource-saving and environment-friendly society, the National Energy Administration will organize the application of new energy demonstration cities and industrial parks. It is understood that many provinces and cities throughout the country have paid high attention to this and hope to receive this honor, thereby enhancing the city's comprehensive influence and sustainable competitiveness. To this end, the reporter interviewed Shi Lishan, deputy director of the New Energy and Renewable Energy Division of the National Energy Administration.

Reporter: How is the new energy industry developing in China?

Shi Lishan: The development of new energy industry in our country is very rapid. During the “Eleventh Five-Year Plan” period, China’s renewable energy resources have been developing leaps and bounds. The annual renewable energy use in China totals 300 million tons of standard coal, accounting for 9.6% of the total energy consumption in the year. The scale of development and utilization of various renewable resources has increased significantly, reflecting the trend of accelerated development of renewable energy in China.

During the “12th Five-Year Plan” period, the proportion of renewable energy in China’s energy structure will also increase significantly. Renewable energy will play an important role in adjusting energy structure, reducing greenhouse gas emissions, and promoting the development of strategic emerging industries. We will actively develop hydropower under the premise of ecological protection and resettlement, and give full play to the role of hydropower in increasing the supply of non-fossil energy. In accordance with the principle of equalization and decentralization, we attach great importance to grid access and power market consumption, and continue to promote the network. The scale of electricity development, increase the proportion of network power in the energy supply. In accordance with the principle of combining centralized development with distributed utilization, it actively promotes the diversified utilization of solar energy, encourages the construction of large-scale photovoltaic power plants in places with conditions, and focuses on supporting the application of distributed grid-connected photovoltaic power generation systems combined with promotion and construction. We will increase the economic efficiency of solar power generation and co-ordinate all types of bioenergy resources, and rationally choose the mode of utilization, and develop biomass energy according to local conditions.

According to the goal of non-fossil energy reaching 11.4% of energy consumption in 2015 and the development of national strategic emerging industries, China will accelerate the development and utilization of renewable energy during the “Twelfth Five-Year Plan” and cultivate renewable energy sources with international competitiveness. industry.

If the "Eleventh Five-Year Plan" is the initial stage of new energy development, then the new energy will be applied in large scale in the "Twelfth Five-Year Plan" and will pay more attention to the development of distributed energy.

Reporter: What are the characteristics of new energy, and what are the practical roles of the new energy demonstration cities currently being selected?

Shi Lishan: New energy has the advantages of rich resources, large development potential, small environmental impact, and sustainable development. New energy is characterized by decentralized resources, and it is best to use distributed generation. In the past, local governments attached great importance to equipment manufacturing, and also paid attention to the construction of large-scale power plants. It is not enough for end-users to develop new home sites. If various types of large-scale power generation markets are developed, they can Resources-rich regions, or cities with some enthusiasm, or some cities with basic foundations, can make use of several superior technologies by formulating plans, and they can be promoted and applied on a large scale, so as to explore the use of new energy sources, or Management features play an exemplary role in other regions. This is the original intention of our new energy demonstration city construction. The first two years of green energy demonstration counties were carried out from the perspective of solving rural energy use. Now it is a demonstration for cities to put forward such concepts. There is no very strict meaning here. Any technology, as long as it can form a scale, is relatively concentrated, and can play a demonstration benefit, everyone can do it. Therefore, at least one or two technologies are proposed to form a scale. Such as the formation of millions of square meters of the use of water heaters, tens of thousands of kilowatts of photovoltaic power generation, large-scale use of biogas and electric vehicles, if achieved such a goal, each city can apply as a new energy model city. But now there is a difficulty that there is no policy, just put forward a concept. First of all, encourage local planning, analysis of the characteristics of their own cities, in the end what resources have advantages, whether the solar energy is good or wind energy is good, or the conditions of biomass are good, and then say that this condition is available. The second goal is to have a scale. Whether it is solar energy, biomass energy utilization, electric vehicles, or biogas buses, it must have a certain scale. For example, fuel biomass fuels instead of city boilers must have scale. Most of the boilers must burn biomass particles instead of building one. Thirdly, local governments must have supporting policies to guarantee the realization of these goals. Some need financial support, and some require policies and other safeguards. For example, urban boilers must prohibit the burning of charcoal, etc. This requires local proposals, which are discussed by everyone, and where there are demonstrations. Conditions, so I hope all places can be combined with planning to consider and implement. Actually, such a concept has been put forward and it needs to be creatively applied everywhere according to the actual conditions of each place. Reporter: Does the Ministry of Finance and the National Energy Administration have any corresponding policy support for new energy demonstration cities?

Shi Lishan: Now all regions want policies and hope that the country will have financial support, but not yet. Although there is no policy, the country is advocating, and some places will pay attention to it. For example, the Chuxiong City of Yunnan, which you just introduced, attaches great importance to the creation of a new energy city. The mayor personally grasps it. I think it is good. This way, the Energy Bureau interacts with local authorities. Although there is no policy support in the early stages, perhaps with the development, there will be gradually policies, such as taxation, corporate investment, etc., and gradually form this climate, which requires a process to accumulate energy. The Green Energy Demonstration County also discussed with the Ministry of Finance after releasing the list and received certain financial support.

Reporter: What impact will the new energy demonstration cities have on the new energy industry?

Shi Lishan: The new energy city is a development direction in the long run. For example, the city will not burn coal in the future. Instead of natural gas, it uses wind power, solar power, solar heating, and buses. For now, the core is the application. If all buildings use new energy to generate electricity. The generation of renewable energy will increase. Some new energy industries will be able to take the lead, and new energy markets will flourish. New energy equipment will really form a market. If there is no large-scale application, your equipment will be sold to whom. Nowadays, China's photovoltaic industry has encountered difficulties, that is, the market for this industry is basically foreign. Now that the economic crisis in Europe and the United States has caused the product to go out, the problem has been exposed. If the new energy market in Chinese cities is really established, the development of new energy companies will be healthy for a long time.

Reporter: What are the main problems in the current new energy industry?

Shi Lishan: At present, the development of new energy in our country is generally healthy, but there are also some problems. More than 50% of cities are now doing new energy industries, including the production of polysilicon, the production of solar cells, etc., but the promotion and application are not enough. Many places are investing in equipment, parts production, and simply selling products. However, new energy applications do not pay enough attention. If this trend continues, the new energy industry cannot be truly formed and developed.

Reporter: Now that the development of new energy is not balanced, how to effectively and reasonably promote distributed energy?

Shi Lishan: I hope that new energy can not only generate electricity, but also provide heating and cooling. Such as solar water heater heating, like buildings, schools can use solar water heaters to provide hot water, geothermal heating. For example, in Hebei Xiong County, 80% of the people’s heating is geothermal.

On the other hand, buildings that meet certain conditions are expected to install new energy equipment in a certain proportion. The simplest is photovoltaic. It is hoped that every building can install some solar photovoltaic systems, but this application is still more complicated. This involves the reform of the power system and the need to open up the user-end market. These are to promote the development of distributed energy. From the current point of view, it will take a long time.

Reporter: Is there a timetable for the confirmation of new energy cities in China?

Shi Lishan: The new energy city is still in an exploratory stage. The establishment of a new energy city is a subtle matter. It is gradually formed, not today, and everyone will become a new energy city tomorrow. Energy transformation is a matter of decades or even hundreds of years. However, some people need to guide and promote the application of new energy.

Some qualified places should seize the opportunity to do it seriously. For example, in Dunhuang, because there is a desert, when planning a project that uses solar energy to supply energy and heat and power the city, it does not burn coal, mainly solar energy. The “Twelfth Five-Year Plan” plans to develop 100 new energy demonstration cities, but there are no strict time regulations. If the work is successful, it is possible to announce the first batch of new energy cities by the end of the year or early next year.

Reporter: Where is the focus of new energy city construction?

Shi Lishan: I hope that each place can adapt to local conditions and use non-fossil energy according to its own resources. In addition to resource factors, the most important thing here is the attention of local governments.

The first is the province to support, and the local government support; secondly, new energy construction must be the main body of the enterprise, and the enterprise must have economic benefits, especially the local government must have this advanced awareness of new energy, and can be put forward in the planning. Such as villas, independent small buildings above, if you can put forward specific requirements to install some water heaters, install some solar power, but this will add a little cost. This investment is relatively minimal compared to the building, a square meter is tens of thousands of, and to increase a 100,200 dollars is not a thing. But the key must have this consciousness and someone must do it.

Reporter: What are the criteria for the review of new energy cities?

Shi Lishan: The application for new energy cities was put forward by local authorities. After being reviewed by experts, the Energy Bureau announced. We have set a number of evaluation criteria, mainly by energy experts. For example, whether the comprehensive energy-saving and emission reduction capacity is up to standard; whether there is a good basis for new energy use; the target of new energy use; the scale of distributed energy installations such as solar energy, wind power, and biomass energy at the end of the planning period; the annual energy consumption of new energy alternative cities is greater than 100,000 tons of standard coal; establish and improve safeguard measures, etc. In general, the use of new energy must be scaled up. Local governments should clearly support management and policies.

New energy city construction should advocate the application-oriented concept, but the premise is to have an industrial base. If there is not a certain new energy industry, it is not easy to apply it well. Secondly, new energy cities must be market-oriented and the main body should be the enterprise. Moreover, enterprises must have certain economic benefits. If they lose money, it is difficult to promote development. Third, local governments must attach great importance to policy support and preferential measures. The time for new energy to develop in our country is still relatively short. How to form a society-wide idea of paying attention to new energy sources and implement all the tasks of new energy city construction will be a very important issue before us.
