High-parameter large capacity unit denitrification or profitable

Up to now, the proportion of desulphurization and denitrification devices that have been put into operation in thermal power installations in China has been respectively 92% and 27%. The operating rate of desulphurization facilities for coal-fired units across the country has increased from less than 60% in 2005 to over 95% currently, with The average denitrification efficiency of coal-fired units exceeds 66%. After the implementation of the desulfurization price policy in 2004, the sulfur dioxide emissions of the power industry have dropped significantly. Since the “Eleventh Five-Year Plan”, the country’s cumulative decline has exceeded 35%. At the end of 2011, trials of denitrification electricity prices began. In the first half of this year, the nitrogen oxide emissions of the power industry fell drastically for the first time and fell more than 9% year-on-year.

At the end of 2011, China tried a denitrification electricity price policy for coal-fired power plants that installed and normally operated denitrification devices, and increased the price by 0.8 cents per kilowatt-hour to compensate for the increase in denitrification costs. At the beginning of the implementation of denitrification electricity prices, the industry generally stated that the denitrification price only solved the problem of two-thirds of the cost of denitrification, and thermal power companies still had to pay for denitrification themselves. Now, the denitrification price compensation standard has been increased from 0.8 cents per kilowatt-hour to 1 cent. However, the company takes the initiative to raise standards and “look far ahead”. The denitrification site was reserved for the simultaneous construction of denitrification facilities. At the same time, a flue gas desulfurization, denitrification device, circular closed coal yard, and full-film boiler make-up water treatment system were established at the same time. In April 2013, the denitrification electricity price was successfully obtained. The company uses an SCR denitrification process and calculates the annual power generation utilization hours of two units by 5,500 hours. The average denitrification cost is 0.81 points/kWh. According to the previous subsidy of 0.8 kWh, it is difficult to maintain the operating costs of denitrification facilities. Now the country gives a 1/kWh denitrification price subsidy, which brings great help to power generation companies in terms of funds and policies, can compensate for the company's denitrification operating costs, and greatly increases the company's enthusiasm for denitrification.

After interviewing the relevant responsible persons of a number of power generation companies, the reporter came to the following conclusion: The denitrification price of 300,000 kilowatts or less is not enough to balance the cost pressure, and 600,000 kilowatts of units have profitable denitrification losses, millions of kilowatts Unit denitrification is profitable.

Enterprises get a long way to go

Some experts estimate that at least 50% of dust removal equipment on the market needs to be reconstructed to achieve a smoke and dust emission standard of 30 mg/m3.

For the manufacturers of millions of units, this policy is more conducive to the advantages of large units. For example, the dust concentration at the outlet of the two unit chimneys of the Pingdingshan Power Generation Branch of China Dianping Investment Henan Power Co., Ltd. has been maintained at about 30 mg/m3. However, for a unit with a capacity of 300,000 kilowatts or less, there is a bit of "dust". For example, from the current situation in the Hebei region, most coal-fired units have smoke emission concentrations of 40-50 mg/m3, basically failing to meet the electricity price compensation emission standards. It is necessary to further reduce emissions by transforming the electrostatic precipitator, so as to be able to enjoy the policy. In reality, it is difficult for companies to complete the transformation within one year. Therefore, there is a gap in the initial intention of encouraging the introduction of policies. However, Wang Xiufeng, general manager of Huadian Shijiazhuang Luhua Thermal Power Co., Ltd., also welcomed this policy and believed that in the long run, the promulgation of this policy will stimulate the enthusiasm of coal-fired power generation enterprises to accelerate the construction of emission reduction facilities and promote the awareness of enterprises to improve the The establishment of a long-term mechanism for reducing emissions has a positive effect.

One thing is worthy of recognition: the introduction of the environmental protection pricing policy will greatly promote the development of energy-saving and environmental protection industries.

In the future, the cost of various environmental protection units for active duty units will be as high as several hundred billion yuan. This does not include the increased operating costs of environmental protection facilities due to higher standards.
