** Dealing with non-conforming requirements is a major threat

In the early hours of the 3rd, a fire broke out at a poultry company in Dehui City, Jilin Province. According to reports from the Fire Department of the Ministry of Public Security, the incident was caused by a leak of ammonia gas. Ammonia, also known as anhydrous ammonia, is produced by pressurizing or cooling ammonia gas. It is widely used in industrial applications due to its high efficiency, but it is also highly corrosive and volatile, making it prone to dangerous accidents. Ammonia is commonly used in refrigeration systems, especially in large-scale operations such as food processing and animal husbandry. Its low cost and high cooling capacity make it a popular choice for industries that require significant refrigeration. However, its flammable and explosive nature poses serious risks if not properly managed. As summer approaches, experts warn that the risk of ammonia-related incidents increases. The combination of rising temperatures and heavy use of refrigeration systems creates a higher likelihood of leaks and explosions. This has led to a surge in incidents across various sectors, particularly in food processing and poultry companies. For example, in 2010, a similar ammonia leak at Dehui Baoyuanfeng Poultry Co., Ltd. caused a fire that burned over 1,800 square meters of warehouse space. In August 2011, another ammonia leak occurred at a meat processing plant in Dehui, resulting in 13 employees being poisoned. These incidents are not isolated—similar accidents have been reported in other regions as well. In April 2013, a food factory in Renshou County, Sichuan Province, experienced an ammonia leak that led to four fatalities. In the same month, a leak at a frozen warehouse in Linyi County, Shandong Province, contaminated 16 tons of frozen meat and affected more than 40 workers. In May, another incident occurred at a meat processing company in Hainan, where an ammonia leak forced the evacuation of over 400 people. Ammonia is classified as a toxic gas by the state, and even low concentrations can cause irritation to the eyes, nose, and throat. At higher concentrations, it can lead to severe tissue damage, respiratory failure, and even death. Despite this, many facilities still rely on ammonia-based refrigeration systems due to their economic benefits. To manage these risks, several provinces have introduced stricter regulations. For instance, Shandong, Dalian, Beijing, and Sichuan have developed specific local guidelines for handling hazardous chemicals. The Sinopec Group has also issued safety management regulations for the production, storage, and transportation of ammonia. In Hunan, a pilot program was launched to identify and address potential hazards associated with ammonia usage. However, monitoring and controlling these risks remains challenging. The wide variety of facilities using ammonia, combined with differences in technology, equipment quality, and employee training, makes consistent safety enforcement difficult. Some smaller slaughterhouses and refrigeration plants, in particular, lack proper safety protocols and trained personnel, increasing the likelihood of accidents. Experts emphasize the importance of regular maintenance and inspections. Environmental protection specialists advise that in the event of a leak, people should move to higher ground and avoid areas downwind. Although ammonia is not flammable, it is highly volatile and can spread quickly in the air, reducing its concentration and danger over time. Therefore, while immediate action is necessary, panic is not always required. Overall, the use of ammonia in industrial refrigeration continues to be a double-edged sword—offering cost-effective cooling solutions but posing serious safety challenges that must be addressed through improved regulation, training, and public awareness.
