The "Conditions" set specific requirements for wood preservatives and wood preservatives from the aspects of enterprise construction conditions and layout, scale technology and equipment, environmental protection and comprehensive utilization of resources, product quality, safety and health and social responsibility, and supervision and management. New, reformed, and expanded enterprises will increase their access thresholds, and propose rectification within a time limit for enterprises that have already established plants but fail to meet standards, gradually standardize the production and operation order of wood preservation enterprises, eliminate backward production capacity, and promote the healthy development of the wood preservation industry.

The "conditions" will be implemented on October 1. Before the project is put into production and during normal production, local industrial authorities will implement the conditions of access for wood preservative enterprises within the jurisdiction. The Ministry of Industry and Information Technology will announce the list of companies that meet the conditions for access, accept social supervision and implement dynamic management, and the announcement management measures shall be formulated separately by the Ministry of Industry and Information Technology.
