In a significant move to enhance public safety and urban management, the Guangzhou Municipal Government approved the "Guangzhou Public Security and Urban Management Intelligent Video System Construction Plan (2013–2016)" during an executive meeting on July 8. This initiative aims to establish a high-definition, intelligent video system that integrates social security with city management. To achieve this, the city plans to invest 2.422 billion yuan in setting up 200,000 video image acquisition points across the region.
Wei Feng, director of the Guangzhou Municipal Video Construction Office and deputy head of the Public Security Bureau, explained that the government is focusing on two main types of video systems. One involves the construction of 16,000 new public area video systems and the upgrading of 137,000 existing high-definition video capture points. The other is the Social Video System, which encourages social investment under the principle of “who manages, who is responsible†and “who funds, who benefits.†As a result, 173,000 additional video capture points are expected to be built by various sectors and industries.
Currently, there are 280,800 video capture sites in Guangzhou, with 42,000 belonging to government-controlled systems. The city's intelligent video system is designed as a comprehensive platform that includes front-end video sensors, transmission networks, data storage, networking platforms, application systems, and security maintenance mechanisms. It incorporates advanced technologies such as high-definition video, 4G wireless transmission, Beidou satellite positioning, GIS mapping, cloud storage, and intelligent video analysis.
By the end of 2016, the project aimed to complete the setup of front-end equipment, private networks, and platform infrastructure. It also sought to integrate key social resources and build two major video cloud service platforms for urban management and public security. The plan also included improving urban management video applications, public security surveillance, and video information security systems. The goal was to reduce crime rates—such as theft and robbery—by over 30%, while increasing the detection rate through video surveillance to at least 30%.
A key focus of the system is the installation of video capture points around primary and secondary schools. Following the recent passage of the "Regulation on the Protection of Minors in Guangzhou," which includes video surveillance as a preventive measure against child sexual abuse, the question arose whether campus surveillance would be part of the system.
According to Deputy Director Qi Feng of the Guangzhou Public Security Bureau, the city leaders emphasized the importance of two main areas for video collection: around schools and in rental housing areas. The government will take responsibility for the perimeter of schools, while schools themselves will be responsible for internal video coverage. Additionally, inspections have been launched to ensure technical compliance and to focus on key public security areas, including education institutions. Any violations found will be addressed according to technical defense regulations to safeguard the security of the education sector.
