In a significant move to enhance public safety and urban management, the Guangzhou Municipal Government approved the "Guangzhou Public Security and Urban Management Intelligent Video System Construction Plan (2013–2016)" on July 8. The initiative aims to establish a high-definition, intelligent video system that integrates social security with city management. To achieve this, the city will invest 2.422 billion yuan to set up 200,000 video image capture points across the region.
Wei Feng, director of the Guangzhou Municipal Video Construction Office and deputy director of the Municipal Public Security Bureau, explained that one category of these points—public area video systems—will see the government investing in the construction of 16,000 new facilities and upgrading 137,000 existing high-definition video capture points. Another category, the social video system, is being developed based on the principles of “relationship management,†“who is in charge, who is responsible,†and “who funds, who benefits.†This approach encourages social investment and participation, leading to the establishment of 173,000 additional video capture points by various sectors.
According to reports, there are currently 280,800 video capture sites classified as Class I and Class II in Guangzhou, with 42,000 of them under government control. The Guangzhou Public Security and Urban Management Intelligent Video System is a comprehensive platform that combines front-end video sensors, transmission networks, mass data storage, networking platforms, application systems, and security maintenance mechanisms.
The project incorporates advanced technologies such as high-definition video, 4G wireless transmission, Beidou satellite positioning, GIS multi-functional display, cloud storage, and intelligent analysis. By the end of 2016, the plan aimed to complete the front-end infrastructure, private network, and platform setup, integrate key social resources, and build two major video cloud service platforms for urban management and public security. The goal was to reduce crime rates, including theft, by over 30%, and increase the detection rate through video surveillance to 30%. A key focus area for video capture includes the perimeters of primary and secondary schools. Recently, the Guangzhou Municipal People’s Congress passed the "Regulation on the Protection of Minors in Guangzhou," which suggests using video surveillance as a measure to prevent child sexual abuse. This raises the question of whether campus video surveillance will be part of the broader system.
According to Deputy Director Qi Feng of the Guangzhou Municipal Public Security Bureau, the city leaders emphasized the importance of two main areas for video collection: around primary and secondary schools and in rental housing areas. The government will take responsibility for the perimeter of schools, while schools themselves will be responsible for internal campus security. The city has already started inspections to ensure that video systems meet technical standards, especially in the education sector and other critical public safety zones.
